Yes. The Clark County Public Library offers free notary services at the Southgate Branch. Walk-in times are:
- Mondays & Wednesdays: 2–4 PM
- Thursdays: 3–6 PM

Yes. You must bring:
- A valid, government-issued photo ID
- Unsigned documents (you must sign in front of the notary)

Yes. Library notaries may refuse to notarize for any legal reason.

Yes. A notary may notarize a signed statement from you saying a photocopy is a true copy of the original.

No. Under Ohio law, notaries cannot certify vital records.
